1. Understanding the Difference: Business vs. Work Visa

It is crucial for Rwandan applicants to distinguish between these two:

  • Business Visa (DN1/DN2): Strictly for meetings, signing contracts, or exploring opportunities. It does NOT allow you to receive a salary from a Vietnamese company.

  • Work Visa (LĐ1/LĐ2): The only legal visa that allows for long-term employment.

    • LĐ1: For those exempt from a work permit.

2. The Core Requirement: The Work Permit (WP)

Note: All documents issued in Rwanda must be Consularly Legalized and translated into Vietnamese to be valid.

3. Step-by-Step Application Process

Step 1: Approval of Labor Demand

At least 30 days before you start working, your Vietnamese employer must apply for “Approval of foreign labor demand” at the Department of Labor, War Invalids, and Social Affairs (DOLISA).

Step 2: Work Permit Issuance

Once the labor demand is approved, the employer submits your dossier (degrees, experience letters, etc.) to obtain the physical Work Permit.

Step 3: Work Visa (LĐ) or Temporary Residence Card (TRC)

After getting the Work Permit, you can apply for:

  • LĐ Visa: Valid for up to 1 year.

  • TRC (Type LĐ): Valid for up to 2 years. This acts as a long-term visa and allows you to stay without constant renewals.

4. NEW 2026 REGULATIONS: Mandatory Digital Arrival Card

Since April 15, 2026, all travelers—including workers from Rwanda—must complete a Digital Arrival Card within 72 hours of landing in Vietnam.

  • After completing the online form, you will receive a QR Code.

  • You must present this QR Code along with your visa/permit at immigration.

  • Failure to provide this code may lead to significant delays at the airport.

Vietnam has significantly increased penalties for immigration violations in 2026:

  • Working without a permit: Fines range from 15 million to 25 million VND, followed by immediate deportation.

  • Overstaying: Under Decree 282/2025, overstaying for more than 16 days triggers an automatic deportation review and long-term blacklisting.
